Steps to follow when handling an issue or possible issue concerning work relations or remuneration with the establishment.

Not an exciting title, I admit, but an important concern for FTR’s.

It is important when communicating with the CIUSSS on work relations or remuneration issues that FTR’s follow proper time delays as stated in our Group Agreement. For example, Lettre d’Entente N.1 paragraph 4B) states a grid review request must be sent in within 10 days of receiving your copy of your user’s grid (the English version does have an error and states a different number of days but it’s the French version that is official).

In order to ensure that all delays are respected and the Group Agreement is properly applied by both the FTR and the CIUSSS we suggest the following steps:

  1. Contact by email your manager about the topic you are having issue with and include us (local4997@gmail.com) in this email. By including your association it will allow us to respond to the CIUSSS if at any point we see they do not respect our Group Agreement, whether in what the related articles state or time delays.

  2. A) Hopefully the CIUSSS response is to your satisfaction and the process is done.

       B) If the response from the CIUSSS goes against the Group Agreement in anyway, a member of the executive can respond with the related                   articles that state our rights and hopefully this leads to a satisfactory solution for you.

   3. If the CIUSSS response is not favorable and we see goes against our Group Agreement, and after the executive discusses the situation with             you, a disagreement (grievance) can be filed.

In most cases where the association has been included in communications and issues have arisen they are settled without the need of a filed disagreement.

How to ask for a grid review for a user.

Lettre d’Entente number 1, article 4 b) states that we can request a modification in writing within 10 days (the English version has an error in number of days) for a user’s classification but article 4 c) gives the CIUSSS the right to reject any request that they deem frivolous and inform the FTR in writing.

For this reason we suggest FTR’s follow these steps when requesting a grid review for a user:

  1. Once you receive your copy of the classification, verify each descriptor to ensure all your tasks for the user are properly indicated.

  2. If they are, then perfect. If not, then you have 10 days to submit your request to your manager in writing. We suggest by email and include us (local4997@gmail.com) in your communications.

  3. Be precise in your request, simply stating that you should be paid more or that you do more work than what it says is not enough. For example, once you have gone through the grid and notice that the work that is needed for the user when it comes to their mobility is not properly represented indicate where in Descriptors 6, 7 and 8 information is lacking.

  4. Describe the actual services the user requires from you. Following the previous example, if for Descriptor 8, Mobility (stairs), the evaluator has indicated a 8.3 (Monitor, remind, stimulate, supervise) but you have to walk up and down the stairs each time with the user because he presents a risk of falling and has falling in the past, that would be 8.5 (Accompany a user showing a risk or difficulty in moving around) on the classification.

No one knows the users in your resource and the services you provide for them more than you. For the quality of care, it is important that the classification is properly representative of the services you provide for the user.
